Official Community Plan (OCP)

Original OCP

– Adopted in 1998
– Resulted in Bylaw 337, which remains in effect today 2015—2018 

2015–2018 OCP Revision

– Three-year effort by a 13-member advisory group, including the shIshálh Nation
– New OCP adopted by SCRD in October 2018
– However, Bylaw 337 was not updated to reflect the new OCP

OCP Purpose

– Guides decision-making on land use, services, development, and Crown land use
– Forms recommendations for land use and zoning, but is not a zoning bylaw itself

Current Situation

– 1998 Bylaw 337 still stands, despite the 2018 OCP update
– SCRD may be planning to have each area redo its OCP
– Possible intention to streamline Bylaw 337 with the rest of SCRD’s Bylaw 331

Concerns

– Disappointment that three years of work on the 2018 OCP may have been in vain
– Disagreement with potential streamlining, as it may negate area-specific considerations
– Concerns about either creating a new OCP committee or forming a single committee for the entire coast

Ongoing Efforts

– PHARA continues to advocate for the revision of Bylaw 337 to reflect the 2018 OCP
